  • William Parker

    Principal Consultant, Lumus-Consulting

William Parker (Bill) graduated in 1977 from Melbourne University in the relatively new faculty of Building within the Architecture school. Following a period of 4 years with Costain in Melbourne and London, aged 27, Bill was appointed Project Manager for an 18 storey tower at 1 Collins Street Melbourne, the most prestigious address in the “Paris end of the city”, a tower behind historic facades from the Victorian era of Architecture. The key learning experience of this project was to understand the architectural theme, the 600mm grid of Barry Marshall’s design, permeated every aspect of the project from the marble lobby floor tiles to the office ceiling tiles to the faced precast pattern to the lift doors set-out.

Bill graduated from running 1 tower to 3 and then in 1987 followed a period in Development Management working with and managing the design teams in Australia, USA, Hong Kong and Japan, before founding a Design Construction practice in 1991 to construct Industrial and residential buildings throughout Australia. In 1997 Bill founded a new practice in Project and Development Management working as manager for projects such Eureka tower (92 storeys) and mixed use developments such as Melbourne Central and Southgate, all in Melbourne.

In December 2006 after a similar role in San Francsico for an Australian developer, Bill was seconded from Grocon Australia to Arabian Construction Company (ACC) in Dubai, to manage high rise construction projects and mentor the development of construction engineers towards project managing buildings, - Princess Tower, Elite Residence, Pentominium, in Dubai and then in 2010 as Director of ACC India Branch - World One Tower, Mumbai and Supernova, Noida.

Recently Bill completed the design phase of Abu Dhabi Plaza in Astana Kazakhstan, for the Arabtec-CCC JV, taking a pre-existing design and undertaking a Design Build process, by which the structure of the main 78 storey tower was completely reworked.

Today Bill is back in Dubai with CCC managing a six tower project – developing a systems approach and mentoring younger staff to develop their acumen in assessing the organisational requirements, pitfalls and opportunities for their projects.

Given the career emphasis on High-rise and/or multiple repeat projects, throughout Bill’s working period for all these projects in differing locales, economics and climates; the key element has been understanding the design and developing systematic ways to address their construction to provide an economic response in each and all of time, cost and quality.
